- Lead governance activities, including the preparation and execution of governance committees with HMS and HSI stakeholders.
- Formalize the dashboard for project portfolio and operational activities for Pole Heads, HMS, and HSI.
- Manage risk reviews, control measures, and contingency planning.
- Facilitate communication and visibility of DSI HMS activities across organizations.
- Oversee the annual budgeting process in collaboration with HMS, HSI, and finance.
- Monitor project portfolio budgets, consolidate needs, and manage budgetary decisions.
- Implement tracking tools for project commitments and expenditures, and promote change management as needed.
- Ensure proper execution of the strategic project plan and identify projects impacting DSI HMS.
- Coordinate project portfolio management with DSI HMS Pole Heads and project managers.
- Ensure adherence to project priorities and manage project dependencies.
- Adapt and improve project methodologies and tools in collaboration with HSI.
- Support Pole Heads and project managers in implementing and utilizing project management tools.
- Oversee resource planning for internal and external project needs.
- Track resource requests from HSI and external partners.
- Monitor compliance-related issues and internal or external audits.
- Minimum of 10 years of professional experience, with at least 5 years in leading large-scale IT projects.
- Solid experience in budget management, project portfolio management, and risk management.
- Experience in structuring activities within an organization.
- Strong general knowledge of Information Systems, including infrastructure, integration layers, applications, cybersecurity, budgets, licenses, and contracts.
- Ideally holds certifications such as PMI, Agile, and ITIL, and is familiar with project management tools like Planisware.

Minimum of 10 years of professional experience, including at least 5 years in leading large-scale IT projects, with expertise in budget management and risk management.
Master's degree or equivalent (BAC+5)
