- Ensure compliance with procurement regulations, focusing on the procurement to payment cycle, including high-risk controls such as competitive bidding processes.
- Participate in high-spending bidding projects as an independent observer, ensuring documentation is formalized and archived.
- Verify the consistency among Purchase Orders, Delivery Notes, and Invoices, ensuring timely and accurate goods/services receipt.
- Oversee the supplier creation process, ensuring the Supplier Code of Conduct is signed and due diligence is performed.
- Audit historical purchases of major spending categories, including marketing expenses and construction costs, and prepare monthly procurement spending analysis reports.
- Lead compliance-related communications with diverse stakeholders, including business, finance, and group purchasing teams.
- Conduct documentation reviews in alignment with the internal control framework, such as Business Continuity Plans and Retail Operation Controls.
- Prepare detailed and accurate audit findings, evidencing the results of testing procedures.
- University degree or higher
- Minimum 5 years of experience in internal control, preferably with Big 4 firm experience
- Familiarity with the entire procurement process
- Experience in the retail industry procuring a diverse range of goods and services
- Knowledge of Chinese legal and local compliance issues
- Excellent problem-solving and analytical skills
- Strong communication skills
- Ability to work independently and adapt to changing business needs
- Self-motivated and flexible
- Detail-oriented
- Ability to act as a change agent
A minimum of 5 years of experience in internal control is required, with a preference for candidates with Big 4 firm experience. Familiarity with the procurement process and retail industry experience is essential.
