An ankle boot with elastic side panels and usually a pull tab, designed to slip on without laces.
A Chelsea boot needs no fastening. An elastic gusset set into each side of the leg lets the boot be pulled on and off. The V&A, describing elastic-sided boots of 1845 to 1865, notes that the gussets did away with laces and buttons, and that the boot was pulled on with the help of a fabric loop at the back of the ankle; a pull tab does that job today.
The elastic concerns only the upper. Crockett & Jones builds its Chelsea 5 Goodyear-welted on a Dainite rubber sole, and describes its Chelsea range as running from smart and elegant to casual country styling. Christian Louboutin presents its Samson, an ankle boot with side elastic panels, as its version of the men’s Chelsea boot. The nearest neighbor is the chukka boot, cut to a similar height above the ankle but laced through two or three pairs of eyelets.

Chelsea boot is a product name, found in collections rather than job titles.
