OTB seeks a Payroll & HRIS Manager in New York, NY — lead payroll operations and HRIS administration for OTB North America.
Role & Responsibilities
- Manage end-to-end payroll processes for North America including payroll calculation, tax withholding, deductions, garnishments and month-end close.
- Own administration and configuration of the HRIS, ensuring data integrity, security and timely system updates and releases.
- Lead payroll and HRIS integrations with finance, time & attendance and benefits platforms; coordinate with external vendors and third-party payroll providers.
- Ensure compliance with federal, state/provincial and local payroll and employment regulations across the U.S. and Canada; prepare audit responses and support tax filings.
- Develop and maintain payroll policies, SOPs and internal controls; implement continuous improvements and automation to increase efficiency and accuracy.
- Provide leadership and day-to-day management to payroll and HRIS stakeholders; serve as subject-matter expert for cross-functional project teams and business partners.
- Produce regular and ad-hoc payroll and HRIS reports and analytics for finance and People leadership; reconcile payroll journal entries and work with accounting for month-end close.
Qualifications
- Proven ability to manage payroll operations and HRIS administration for multi-state U.S. and Canadian populations.
- Strong knowledge of payroll tax rules, wage and hour regulations, garnishment processes and payroll controls.
- Experience implementing or configuring major HRIS/payroll platforms and integrations with payroll vendors and finance systems.
- Excellent analytical skills with advanced proficiency in Excel; ability to translate payroll data into actionable insights.
- Demonstrated leadership and cross-functional stakeholder management skills; strong communication and project-management capabilities.

Experience
Typically 5–8 years of progressive payroll and HRIS experience, including at least 2–3 years in a payroll leadership or HRIS administration role supporting multiple U.S. states and Canada, and demonstrated experience with system implementations or major integrations.
Education
Bachelor’s degree in Human Resources, Business Administration, Accounting, Finance or related field preferred; professional payroll certification (e.g., CPP) or HRIS certification is a plus.
