Role & Responsibilities

  • Define and execute procurement strategy for multi-year flagship projects, including vendor selection, sourcing routes, bid documents and bid event schedules in alignment with LV Procurement.
  • Lead complex contract strategy and negotiations with major vendors, contractors and consultants; establish contract risk allocation, performance incentives and dispute resolution mechanisms.
  • Oversee contract lifecycle management from drafting through execution, performance monitoring, amendments and close-out, coordinating legal and outside counsel inputs.
  • Direct strategic schedule management and risk analysis: quantify schedule dependencies and financial implications, recommend mitigation strategies and integrate agreed contractual language.
  • Drive commercial stewardship and cost governance: establish reporting frameworks, prepare executive budget summaries, review monthly cost reports and identify significant variances.
  • Manage cash flow, commitment tracking and forecasting; interrogate external cost forecasts and reconcile spend-to-date against invoicing and approved change orders.
  • Identify, assess and mitigate procurement, contractual and supply chain risks, including geopolitical and market volatility exposure for flagship programmes.
  • Champion project information systems and data integrity (owner-side), ensuring seamless integration between project management platforms and corporate finance, procurement and accounting systems.

Qualifications

  • RICS-certified Quantity Surveyor (required).
  • Proven track record leading owner-side procurement, contract and commercial management for large-scale, multi-year retail flagships (projects in excess of $150M preferred).
  • Demonstrated experience negotiating high-value vendor and contractor agreements and managing complex contract lifecycles.
  • Proven ability to develop and present executive-level budget summaries, perform detailed cost variance analysis and manage cash flow forecasting.
  • Exceptional stakeholder management skills with experience coordinating legal, procurement, finance, project managers and external cost consultants.

Experience

Minimum 10 years of progressive experience managing owner-side procurement, contracts and commercial management for large-scale, multi-year retail flagship projects; direct experience using Procore as an owner and familiarity with projects exceeding $150M is strongly preferred.

Education

Bachelor's degree in Engineering (Civil, Structural or Mechanical) preferred.
