Role & Responsibilities
- Define, deploy, and continuously evolve governance frameworks for projects, programmes, and portfolios across Digital IT
- Harmonize and standardize project management practices organization-wide, ensuring consistency with internal requirements (audit, security, finance, architecture) and market best practices
- Establish and enforce prioritization, arbitration, and monitoring rules aligned with strategic objectives, capacity constraints, and interdependencies
- Consolidate multi-portfolio data to provide comprehensive visibility of progress, risks, dependencies, capacity utilization, budgets, investments, and value creation
- Identify systemic risks, potential budget overruns, and cross-functional impacts; prepare arbitration recommendations and strategic analyses for governance bodies
- Produce executive dashboards, strategic analyses, and decision-support materials for leadership
- Coach and mentor Project Managers and Portfolio Managers in preparing steering committees, investment committees, and executive reviews
- Assess organizational maturity in project and portfolio practices; design and deliver training, workshops, communities of practice, and mentoring programmes
- Ensure regular, clear, and synthetic communication with Digital IT leadership; prepare and document governance instances including agendas, minutes, decisions, and action plans
- Facilitate resolution of cross-functional dependencies and organizational obstacles to support strategic transformation initiatives
Qualifications
- 10+ years of confirmed experience in project, programme, and portfolio management, including several years in a senior PMO, portfolio governance, or enterprise PMO role at organizational scale
- Advanced expertise in project, programme, and portfolio management methodologies (PMI, PMBOK, Agile, SAFe, PRINCE2, or equivalent)
- Mastery of prioritization, arbitration, dependency management, capacity planning, and financial/budgetary portfolio governance
- Proven track record in designing, implementing, and evolving methodological frameworks and harmonizing management practices
- Demonstrated ability to drive organizational maturity development and coaching for project teams and stakeholders
- Strong analytical, synthetic, and communication capabilities; ability to produce executive reports and strategic recommendations for senior leadership
- Fluency in French and English, both written and spoken
- Experience in Digital/IT departments within international or complex, matrix-based environments constitutes a significant advantage

More than 10 years of confirmed experience in project, programme, and portfolio management, including multiple years in a senior PMO, portfolio governance, or enterprise PMO capacity at the organizational level. Extensive background in designing and implementing methodological frameworks, harmonizing project management practices across complex environments, and developing team maturity. Proven ability to work effectively in matrix-based, international, and transformational contexts with strategic, high-stakes initiatives.
Education
Advanced degree in Project Management, Business Administration, or related discipline is strongly preferred; professional certifications (PMP, PRINCE2, SAFe, or equivalent) are highly valued.
